Improving access to services with the greatest impact on life opportunities (such as health, employment, education and food) is a shared priority of Central Government and the Local Government Association, and a central theme of the West Yorkshire Local Transport Plan (WYLTP) 2006–11. The WYLTP provides an Accessibility Strategy and first year action plan.
An Accessibility Partnership has been set up to help drive forward improvement to accessibility in West Yorkshire. The Partnership includes representatives from the five West Yorkshire district authorities and Metro, Local Strategic Partnerships and representatives of the Health, Education and Employment sectors and other key organisations, such as the Government Office for Yorkshire and Humber, Highways Agency and Yorkshire Forward.
The Partnership meets every 4 months. Minutes of the meetings and presentations are posted below.

The Terms of Reference for the Accessibility Partnership are:
1. To champion the principles of Accessibility Planning.
2. To inform and influence, as far as possible, the design and delivery of a range of services in West Yorkshire and seek synergy between the organisations represented on the Partnership in the design and delivery of those services.
3. To scrutinise the implementation of the West Yorkshire Accessibility Strategy and Accessibility Action Plans (including any thematic or local, district based, Action Plans)
4. To identify accessibility priorities, considering issues raised through liaison and consultation, to feed into the development of future Accessibility Action Plans
5. To provide input and steer to the West Yorkshire Local Transport Plan Members Steering Group in the setting of, and delivery against, Accessibility targets
6. To consider and seek to influence the resources required for Accessibility improvements.
