The West Yorkshire Local Transport Plan Partners have produced this supplementary Annual Progress Report to accompany the 2001–2006 Local Transport Plan (LTP) submission in order to:
• continue to refine the monitoring process, with consequential benefits for the Local Plan Process, including future Annual Progress Reports and scheme development.
• comply with the emphasis on monitoring set out in the LTP guidance note without overburdening the West Yorkshire LTP document with detail.
This report will be of value to the LTP partners in determining the effectiveness of the various techniques employed and monitoring progress towards achieving targets, as well as providing information for the Government Office for Yorkshire and the Humber and the Department of Environment, Transport and the Regions (DETR).
The document comprises :
• an output report for 1999/2000;
• a programme report for 2000/2001;
• an impact report, based upon the recommended causal chain diagrams, covering 17 schemes;
• baseline and trend data data for key indicators;
• targets, developed through the use of a strategic transport model and consultation against which the objectives of the LTP can be measured.
The output, programme and impact reports reflect the descriptive presentations of package measures used in the West Yorkshire LTP submission, with the focus on environmental improvements in the centres and integrated programmes on key corridors.
The Annual Progress Report also includes information about the capital programmes for the Assessment and Strengthening of Bridges and Highway Structures, Maintenance of Principal Road Carriageways and Local Safety Schemes. The development of school and business travel plans is also documented together with the Surface Access Strategy for Leeds Bradford International Airport.
The document reports progress against targets and indicators originally proposed as part of the West Yorkshire TPP Packages submissions. These have been refined and developed to reflect the broader coverage of the LTP and to incorporate Best Value, Audit Commission and Road Traffic Reduction Act requirements. Future refinements concern the development of cost effective techniques for monitoring pedestrian and cycling trips.
The West Yorkshire partners recognise the importance and value of monitoring and are committed to the further development of resource effective monitoring programmes to ensure that funding is used to maximum effect.
